A l'origine, la communauté des chercheurs et personnels de Toulouse School of Economics et de l'IAST était hébergée à la Manufacture des Tabacs, avant d' emménager dans un nouveau bâtiment en novembre 2019. Ce nouveau bâtiment dédié à la recherche a la spécificité, apportée par l'IAST, de favoriser le développement de l'économie pour le bien commun et la pluridisciplinarité.
L'Université Toulouse Capitole a assuré la maîtrise d'œuvre de la construction de ce bâtiment - c'est la première fois qu'une université conduisait la maîtrise d'ouvrage d'un chantier dans le cadre d'un Contrat de Plan État-Région (CEPR).
C'est le cabinet irlandais "Grafton Architects" qui a conçu ce bâtiment, ouvert sur la ville qui s'intègre parfaitement dans l'environnement patrimonial historique de Toulouse.
"Ce que nous essayons de faire dans notre travail, c'est de prendre conscience des différents niveaux de citoyenneté et d'essayer de trouver une architecture qui traite les chevauchements, qui intensifie votre relation à l'autre. Le bâtiment TSE présente des contreforts en briques, des rampes et des cours, qui sont des métaphores de la ville remplie de ponts, de murs, de promenades et de tours de pierre." Yvonne Farrell
Yvonne Farrell et Shelley McNamara, les architectes du nouveau bâtiment, ont remporté le prix d'architecture Pritzker 2020, souvent décrit comme le prix Nobel de l'architecture : https://www.pritzkerprize.com. Le bâtiment a également généré plusieurs autres prix, dont le prestigieux Equerre d'Argent en 2020.
